National League for Culture & Development (NLCD) , a Partner of YOUTHMED Project (Interreg NEXT MED Programme), is looking for an External Auditor who will be appointed as First Level Controler (FLC) in the “YOUTHMED” project.

🔹 Project Overview

Total Budget: €1,110,000
EU Contribution: €987,900 (89%)
Programme: Interreg NEXT MED Programme, co-funded by the European Union
Project Duration: 30 months (June 2025 – December 2027)

YOUTHMED aims to strengthen youth participation, cooperation, and civic responsibility across the Mediterranean through inclusive dialogue, cross-border exchange, and digital innovation — enabling youth and youth organizations to co-create solutions and actively shape resilient societies.

Key Benefits and Impact:

  • 510 youth trained in civic engagement, media literacy, and digital participation
  • 25 youth organizations cooperating across borders
  • 1 multilingual AI-powered platform (SmartMaria) to enable youth collaboration
  • 4 transnational events with political and cultural leaders
  • 1 shared digital knowledge space
  • Policy-relevant data and networks to inform inclusive youth strategies

Target Groups: Youth aged 18–30, youth organizations, civic actors, and public institutions in Lebanon, Egypt, Greece, and Spain.

🔹 Assignment Scope

NLCD is launching this call for expressions of interest to recruit an External Auditor/ FLC for expenditure verification in accordance with Interreg NEXT MED Programme rules.

Responsibilities include:

  • Verifying delivery of goods/services and performance of works
  • Confirming eligibility and payment of declared expenses
  • Ensuring compliance with procurement, visibility, and grant rules
  • Detecting double funding and ensuring adequate documentation
  • Performing on-site verification at least once during the project
  • Using the official Monitoring System and Programme EVR templates
  • Submitting Expenditure Verification Reports (EVR) to the Lead Partner and the Control Contact Point (CCP)

🔹 Eligibility and Requirements

  • Integrity: No legal, financial, or ethical restrictions (declaration required)
  • Professionalism: Registered with LACPA for at least 3 years
  • Independence: No current or recent business/management links with NLCD
  • Language: Working knowledge of English is required

🔹 Terms

  • Contract Duration:30 months
  • Maximum Fee:€10,000 (gross, all-inclusive)
  • Duty Station:NLCD Headquarters – SILO Bldg, Ras Baalbek, Lebanon (verification will include on-site visits)
  • Deliverables:5 reports (4 interim + 1 final)
